Department of Planning, Building and Code Enforcement
Our Mission: To guide the physical change of San José to create and maintain a safe, healthy, attractive, and vital place to live and work. We engage our community and the City Council in this mission. 

Planning, Building and Code Enforcement Department 
Director Rosalynn Hughey oversees the Department of Planning, Building and Code Enforcement (PBCE). Assistant Director Chu Chang is also the City's Chief Building Official and oversees the department's permitting technology; coordination with the Development Services partners; and special programs. 

Planning Division 

Deputy Director Michael Brilliot oversees the Citywide Planning function, which entails updates, amendments, and public input on those processes for San José’s General Plan; the planning and public engagement process for urban villages; the work of the City Design Team; and development of zoning and planning policies and amendments.

Acting Deputy Director Sylvia Do oversees the Development Review function, which reviews and engages the community on development proposals, and supports the Planning Commission, Historic Landmarks Commission, Planning Director Hearings, and Developers Roundtable.

Building Division 
Acting Deputy Director James Son oversees the Building Division, which conducts plan reviews, issues building permits, and inspects projects for building code compliance. The division also oversees the Permit Center and online permitting at

Code Enforcement
Acting Deputy Director Rachel Roberts oversees the Code Enforcement Division, which manages programs to ensure compliance with housing and neighborhood health, building and zoning codes.

Development Services Permit Center 
The Development Services Permit Center offers the coordinated permit and plan review services of the Planning DivisionBuilding DivisionPublic Works Department, and Fire Prevention Bureau. We also help customers with permits issued by other departments and public agencies as may be needed by specific types of projects. Learn more at
