Department Overview
Since the City Council took action to create the Department of Housing in 1987, the City has been a leader in the affordable housing field, creating more than 21,000 new housing opportunities over the past three decades for San José residents.  

A major function of the Housing Department is its work as a funder. The Department lends to developers for newly-constructed and rehabilitated affordable rental housing. It works on transactions to preserve existing affordable housing. It also funds grants for the provision of services, affordable housing, homelessness strategies, and community infrastructure.  Housing works with the Finance Department to issue multifamily housing revenue bonds to support new housing production and preservation of existing affordable developments. It also administers affordability restrictions, ensures that funded services are provided to San Jose's residents, and manages its loans and grants portfolio. 

The Department operates a range of other critical programs and initiatives. It leads numerous strategies with partners to end homelessness in the City. It manages rent control and stabilization programs for apartments and mobilehomes, and oversees the City's Ellis Act and just-cause eviction ordinances,  It works to further fair housing policies, and it oversees the City's Place-based Neighborhood efforts. The Department also has an active policy program to ensure that the City has the tools it needs to respond to its housing challenges. 

Working in partnership with the City's Planning, Building and Code Enforcement Department, the Housing Department works to ensure that the City has a variety of housing options for its residentsboth affordable and market-rate housing, with single family and multifamily options. This work includes identifying sites for housing development, facilitating efforts to include housing in Urban Villages, and working with local and regional partners to implement the State's Sustainable Planning Goals.  The Department also manages the City's Inclusionary Housing Ordinance, and works with market-rate residential developers to incorporate affordability in their developments.
